ACCEPT BID FROM VISU-SEWER, INC. IN THE AMOUNT OF $1,644,919.00 FOR THE 2012 SANITARY SEWER CURED-IN-PLACE LINING PROJECT, IMPROVEMENT PROJECT NO. 12-05
 
Background
This project starts the lining of the City's larger trunk sanitary sewer mains on Jefferson Street from 109th Avenue to 117th Avenue and in the Ball Road/Lever Street area.  Due to the size of these mains, the lining process will take longer, causing residents to be without sanitary facilities for up to 24 hours.  Provisions have been made in the contract that requires the Contractor to provide vouchers to residents for hotel accommodations and meals.  Bids were received at 10:00 a.m., February 7, 2012, for Project No. 12-05.  A total of four (4) bids were received ranging from $1,644,919.00 to $1,994,767.00.  The Engineer's estimate for construction and three lowest bidders are as follows:

Bids have been checked and tabulated, and it has been determined that Visu-Sewer, Inc. of Pewaukee, Wisconsin is the lowest bidder. The Engineering Department has worked with Visu-Sewer on previous contracts through their branch office in Fridley.  I recommend the low bid be accepted and a contract entered into with Visu-Sewer, Inc.
 
City Council is also asked to approve a 10% contingency to bring the total project budget to $1,809,410.90.  The funding source for this project is the Sanitary Sewer Fund and there are sufficient funds to cover these costs.
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, pursuant to advertisement for bids for Improvement Project No. 12-05, said bids were received on February 7, 2012, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

Veit & Company, Inc.
$1,682,365.00
Insituform Technologies, Inc.
$1,854,631.08
 
 
AND WHEREAS, Visu-Sewer, Inc. of Pewaukee, Wisconsin is the lowest responsible bidder.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The Mayor and City Manager are hereby authorized and directed to enter into a contract with Visu-Sewer, Inc. for the designated improvements in the amount of $1,644,919.00.
 
2.      A 10% contingency is hereby approved to bring the total project budget to $1,809,410.90 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
 
3.      The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
