WELLHEAD PROTECTION PLAN AMENDMENT, IMPROVEMENT PROJECT 15-17

Background
Due to an error, the public hearing notice for the hearing that was held on December 21, 2017 was not advertised in the City's paper of record, therefore the public hearing was not valid under State rules. As a result, a new public hearing has been advertised and scheduled.

Resolution 17-185 that was passed on December 21, 2017 will remain in effect.

As a result of amendments to the Safe Drinking Water Act in 1986, the federal government requires states to establish a wellhead protection plan. This program is designed to identify sources of supply for drinking water and any potential contaminants that might impact the water, providing a plan to protect the supply from contamination. The Minnesota Department of Health approved a plan requiring all communities and owners of water distribution systems in Minnesota to complete a wellhead protection plan. The City of Blaine completed and received approval for the required Wellhead Protection Plan in 2007. The State of Minnesota Wellhead Protection Rules requires reviewing and amending the Wellhead Protection Plan every 10 years.

The City of Blaine has been working with Barr Engineering to do the required Wellhead Protection Plan Amendment (Plan). Part 1 of the Plan was completed and approved by the Department of Health in the fall of 2017. Part II of the plan is included with this item. The Plan identifies the locations of all wells owned by the City and used to provide the public water supply. Detailed information is included regarding which aquifer each well draws from, the surface area around the wells that could potentially introduce contaminants, and any source of contaminants that may be in that area. An important section of the Plan is an action list of activities that should be avoided in the wellhead areas or which might be initiated as a means of proactive protection.

As required by State Rules, the Plan has been circulated for comment from state and local agencies. The attached Plan has addressed any comments that were received and made revisions where appropriate. The comment period closed on December 18, 2017. The Plan is posted to the City web site.

Recommendation
By motion, adopt the resolution contained herein.

WHEREAS, the Safe Drinking Water Act of 1986 requires all states to establish a wellhead protection plan; and

WHEREAS, the Minnesota Department of Health requires all communities in Minnesota to complete a wellhead protection plan; and

WHEREAS, the City of Blaine completed the required wellhead protection plan and received approval from the Minnesota Department of Health in 2007; and

WHEREAS, Minnesota Rules require the wellhead protection plan to be reviewed and amended every 10 years from the date of the last approval of a plan by the Minnesota Department of Health; and

WHEREAS, in compliance with Minnesota Rules, the City of Blaine has completed the wellhead protection plan amendment and complied with all comment and notice requirements.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:

1. The City of Blaine's Wellhead Protection Plan Amendment is hereby completed and adopted.
