AMENDING CHAPTER 26, SEC. 26-1, COUNCIL MEMBER ELECTION WARDS, OF THE MUNICIPAL CODE OF THE CITY OF BLAINE
Background
On February 21, 2012, the Minnesota Supreme Court issued a redistricting plan establishing congressional, senate and legislative districts. Cities were advised that April 3, 2012 was the deadline for establishing election wards and voting precincts.
The City of Blaine is in the 6th Congressional District with the exception of that part south of 85th Avenue between Coral Sea St. and I35W, which is located in Ramsey County. That portion of Blaine is now in the 4th Congressional District but there are no residences in that precinct. The City is split by three legislative districts which are 37A, 37B and 38A.
In order for the City to comply with the April 3, 2012 deadline, the ordinance establishing council election wards is being presented for first reading at this special Council meeting. Second reading will take place at the next regularly scheduled Council meeting on March 15, 2012.
The city manager and city staff presented the Redistricting Report to the Charter Commission on February 27, 2012 relative to the proposed council member election wards. The Charter Commission unanimously recommended the proposed council member election wards as proposed.
The ordinance amendment was presented to the City Council on March 8, 2012 for first reading.
It should be noted that the new council election wards do not become effective until August 14, 2012.
Recommendation
By motion approve Ordinance No. 12-2246, Amending Chapter 26, Sec. 26-1, Council Member Election Wards, of the Municipal Code of the City of Blaine.
