Background
The Anoka County Highway Department (ACHD) has been working with several cities along the Highway 65 corridor to identify sites from Blaine to East Bethel that would serve as park-n-ride sites for the creation of an express bus service from these lots to downtown Minneapolis. While one of the sites has been proposed in Blaine for a couple of years the exact location was chosen by ACHD (and approved by Metro Transit) only in the past 3-4 months. The site (formerly Brightkeys Development) is located at the southwest corner of Paul Parkway and Ulysses Street and is of sufficient size to meet the program's minimum 400 stall requirement.
 
The attached site plan reflects work between ACHD, Metro Transit, Coon Creek Watershed District and the City of Blaine as development of the site must meet the City's Performance Standards. The site will be paved with concrete curb and gutter and landscaped to meet all standards including headlight buffer along Paul Parkway. The site will be lit to meet Metro Transit requirements but also designed to meet the City's lighting standards (no light spill onto adjacent property).
 
All morning traffic (cars and buses) will enter the site from Ulysses Street. All cars and buses will exit in the PM onto Paul Parkway thru a new right-out access (Paul Parkway has a center median). The site will operate Monday-Friday with bus service picking up riders in the AM commuter peak (6:00-8:30) and then dropping them back at the site in the PM peak (4:00-6:30). There will be little to no activity between these peaks and no evening activity past 6:30 or 7:00. The bus service will not operate on the weekends or major holidays. Because of this limited use, traffic generation for this site will be substantially lower than the expected traffic level from other commercial or high density residential uses that would otherwise be allowed on this site.
 
Park Dedication was previously paid at time of platting. Development of the site will require payment of WAC fees and other necessary permits.

By motion, approve the Resolution.

WHEREAS; Anoka County Highway Department (ACHD) has identified a site they would like to purchase for a 400 car park n ride, and
 
WHEREAS, the site they have chosen is vacant and is located on the southwest corner of Paul Parkway and Ulysses Street, and  
 
WHEREAS, ACHD has presented a site plan that has been designed to meet the operational standards of ACHD and Metro Transit as well as the City's development standards.
 
 NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council has reviewed the site plan for a 400 car park n ride to be operated for express bus service to downtown Minneapolis and found it to be in conformance with the City of Blaine's adopted development standards. The site and operations plan is therefore hereby approved with the following contingencies:
 
1.      ACHD apply for and receive Site Plan Approval with execution of a Site Performance Agreement and provision of necessary financial guarantee.
2.      Payment of WAC and other required development and building permit fees.
3.      Site lighting to be staged to allow for reduction of light past operating hours.
4.      Execution of Joint Powers Agreement (JPA) for development and maintenance issues related to shared pedestrian access to baseball complex, sharing of up to 50 parking stalls and ACHD payment of work required in Paul Parkway (approach, curb cut and lane work).
