Background

At the September 11, 2014 Council Workshop, staff reported that Anoka County had notified the City that they were planning to construct a mill and overlay project on 105^th Avenue (CR87) in 2015 prior to the turn back to the City or the City could accept the County's last offer of $1.123 million with the turn back to put towards a full reconstruction project of 105^th Avenue.  The Council authorized staff to request proposals for preliminary and final design services for full reconstruction of 105^th Avenue.

On September 12, 2014, the Engineering Department requested proposals for preliminary and final design for the reconstruction of 105th Avenue from TH 65 to Radisson Road.  Three proposals were received on October 3, 2014 and after review of the proposals, staff recommends acceptance of the proposal from WSB & Associates, Inc. in the not-to-exceed amount of $348,700.

Temporary funding for this contract will be our internal Municipal State Aid construction funds and permanent funding for construction will be Municipal State Aid street fund, Tax Increment Financing funds, County Turnback funds, and the Water Utility fund.

Recommendation

By motion, authorize the City Manager to contract with WSB & Associates, Inc. in the not-to-exceed amount of $348,700 for preliminary and final design for the reconstruction of 105th Avenue from TH 65 to Radisson Road.
