Title
CLUB WEST 14th RE-DESIGN (HEDBERG HOMES)
Background
Club West 14th was platted and designed by Rottlund Homes as the last phase of the larger Club West Development. Sixty attached townhomes were originally envisioned and approved and Rottlund built 32 units (eight 4-unit row buildings) before they went into bankruptcy. The north half of the development was graded and utilities provided but no building occurred.
Hedberg Homes has indicated an interest in buying the vacant property and building 14 small lot detached townhomes. The homes would be similar in size and design to the homes they have recently built in the Woodland Village development. Their patio home design with handicap access option has proven to be a quick seller in the market and they are in need of more lots.
This is a significant design and density change from the original plan. The City has had to re-address approvals on a number of other subdivisions with similar home style and density changes. Hedberg Homes has communicated with both the master and neighborhood homeowner's association. They have indicated support for the proposed project. The new homes would be part of the master Club West Association, but separate for purposes of their own development responsibilities of private street, lawns, driveways, etc.

Recommendation
Staff is seeking direction based on the comments and concerns of the City Council.
If the Council is supportive of the project concept a formal hearing at the Planning Commission would be scheduled and then a subsequent City Council consideration.
