APPROVE 2016 FLEET PURCHASE

 

Background

In the adoption of the 2016 Capital Budget, Council appropriated funding for certain pieces of equipment in the Capital Equipment Plan. Pursuant to the City Charter, Sec. 6.05, staff is now requesting Council approval for the actual purchase of the vehicles listed below. These vehicles will be purchased from the State Cooperative Purchasing Program from various vendors. Due to the ordering process for these vehicles and to avoid delivery dates late into the year it is necessary to make specific purchases as close to the beginning of the year as possible.

 

The purchase of these vehicles is the first step in preparing them for use. The subsequent steps include the purchase and installation of the equipment. While the purchase of equipment and vehicle setup will occur at a later time, and the entire cost of the vehicles is included in the 2016 budget appropriations.  This request includes both the purchase of the vehicles and purchase of equipment and installation.

 

Additionally, changes occurred in August 2015 to the State Contract bid prices after original figures were submitted for the 2016 Capital Budget process.  As noted below, changes in the vehicle pricing, especially the marked patrol vehicles, resulted in higher-than-anticipated costs.  In order to accommodate these changes, staff is requesting a budget amendment to the Capital Budget in the amount of $23,000.

Recommendation

By motion, approve 2016 Capital Equipment Purchases from the State Cooperative Purchasing Program for the vehicles, equipment and related setup costs in the amount of $435,440, and adopt the following Resolution to amend 2016 Capital Equipment Budget by $23,000.

 

Body

 

WHEREAS, sound budgeting principles promote appropriating necessary funds required to accomplish approved objectives; and

 

WHEREAS, the 2016 Capital Budget was adopted in December 2015; and

 

WHEREAS, $412,440 was appropriated for the purchase of vehicles in the Police and Community Standards Divisions; and

 

WHEREAS, vehicle purchase prices were subsequently obtained from the State contract bid process; and

 

WHEREAS, certain vehicle prices have changed since the 2016 Capital Budget process was presented to Council; and

 

WHEREAS, vehicle purchases, with equipment, will be $435,440, an increase of $23,000 over the adopted 2016 Capital Budget.

 

                     NOW THEREFORE BE IT RESOLVED that the City Council of Blaine amends the 2016 Capital Budget and authorizes the City Manager to amend the budget as follows:

 

                     REVENUE: Debt Proceeds 410.00.000-3934 in the amount of $23,000

                     EXPENDITURES: Safety Services, Police Patrol, Motor Vehicles 410.40.460.462-4550 in the amount of $23,000
