REDISTRICTING, ESTABLISHING PRECINCT BOUNDARIES AND DESIGNATING POLLING PLACES

Background

On February 21, 2012 the MN Supreme Court issued a final Order adopting a congressional redistricting plan establishing congressional, senate and legislative districts.  Cities were advised that April 3, 2012 was the deadline for establishing election ward boundaries and precinct boundaries.

On February 27, 2012, the Charter Commission reviewed the information relative to the council member election districts/wards.  The proposed precinct boundaries and polling places have since been determined and are being presented at this time.  

Resolution No. 12-032 establishes precinct boundaries and designates polling places for those precincts.

Recommendation

By motion, approve Resolution No. 12-032

Body

      WHEREAS, new legislative district boundaries were established on February 21, 2012, and

      WHEREAS, M.S. § 204B.14, Subd. 3 requires each city to establish or reestablish its precinct boundaries no later than 19 weeks before the 2012 state primary, and

      WHEREAS, M.S. § 204B.16, Subd. 1, requires the governing body of a municipality to designate by ordinance or resolution a polling place for each election precinct; and

      WHEREAS, the changes in the legislative district boundaries requires adjustments to all the precincts which include precinct boundary lines, precinct numbering, and it requires adding additional precincts.

      WHEREAS, changes in precinct boundaries are desirable to improve the administration of elections for the voters;

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Blaine hereby approves the following precinct changes which will become effective on August 14, 2012; and

BE IT FURTHER RESOLVED, by the City Council of the City of Blaine, the establishment of precinct boundaries is as follows:
