ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR THE RECONSTRUCTION OF DAVENPORT STREET FROM 99TH LANE TO 105TH AVENUE (IMPROVEMENT PROJECT NO. 11-11)
 
Background
Notice for this hearing has been published and mailed.  The proposed improvements include construction of right turn lanes at 104th Avenue, 103rd Avenue, and entrance to the National Sports Center, a realignment of the intersection of 99th Lane and Davenport Street, and total concrete curb and gutter replacement, spot concrete sidewalk replacement, new concrete sidewalk, storm sewer structures, asphalt pavement replacement, traffic control signage, signal modification, striping, and related appurtenant construction from 99th Lane to 105th Avenue.  The estimated cost is $1,148,200, of which $499,000 is proposed to be assessed over a ten-year period.  Replacement of existing sanitary sewer castings/rings and relocation of hydrants at an estimated cost of $23,220 is proposed to be paid for by the City Public Utility Fund.  The remaining portion of $625,980 is proposed to be paid from the City's Municipal State Aid Street funds and the City's Pavement Management Program funds.  The project is necessary, cost-effective, and feasible and will result in a benefit for the properties proposed to be assessed.
 
A public/business information meeting will be held on February 14, 2012 and a summary of the meeting will be presented to Council with this item.

Recommendation
Conduct public hearing and, by motion, approve the resolution.
 
Body
WHEREAS, Resolution No. 12-010 of the Blaine City Council, adopted on the 19th day of January, 2012, ordered a public hearing on the proposed project; and
 
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 16th day of February, 2012, at which time all persons desiring to be heard were given an opportunity to be heard.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 12-010 adopted on the 19th day of January 2012.
 
2.      The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
 
3.      The contract shall be awarded no later than February 15, 2013.
