Title

AUTHORIZE THE MAYOR AND CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH BARR ENGINEERING FOR CONSTRUCTION PHASE SUPPORT SERVICES FOR THE SCADA IMPROVEMENT PROJECTS IN THE AMOUNT OF $330,000

 

Background

Barr Engineering has submitted the attached contract to provide construction phase services connected with the recently bid Blaine SCADA System Improvements project (City Project No. 18-11).

 

A high level summary of the Scope of Services include:

                     Contractor coordination and construction progress meetings

                     Shop drawing review

                     Onsite observation of construction progress and system start-up

                     Review contractor pay applications

                     Manage Requests for Information and change documentation as needed

                     Provide record drawings

                     Review Operation and Maintenance submittals

 

Additionally, this proposal would analyze the potential for Arc Flash Hazards and provide design guidance at all our Water Facilities (filter plants and well houses) plus our Wastewater Facilities (lift stations) along with recommendations for arc-flash mitigation where exposures to high incident energy levels exist.  This allows the arc flash analysis to include all new equipment being provided at each site and eliminate the need for future modifications. 

 

Arc Flash occurs when an electrical current ‘jumps’ between two conductors (similar to a static shock) and can be the source of worker hazard when working on or near electrical control panels.  The National Fire Protection Association (NFPA) has developed the 70E Standard for Electrical Safety in the Workplace to address these concerns.

 

The attached proposal provides additional detail on the scope, schedule, and personnel involved.

 

Funds will come from the Water and Sewer Enterprise Funds.

 

Recommendation

By motion authorize the Mayor and City Manager to enter into a contract with Barr Engineering for Arc Flash Analysis Services in the amount of $330,000.
