Accept Bid from Pearson Bros., Inc. in the Amount of $88,677.40 for the 2021 Seal Coat Program, Improvement Project No. 21-02

 

Executive Summary

This in an annual project that the city contracts for to protect and prolong the life of the roadway pavements. 

 

Background

Bids were received electronically at 10:15 AM, April 27, 2021, for Project No. 21-02.  A total of two bids were received ranging from $88,677.40 to $93,088.00.  The two lowest bidders and Engineer’s estimate are as follows:

Bids have been checked and tabulated, and it has been determined that Pearson Bros., Inc. of Hanover, Minnesota is the lowest bidder.  The Engineering Department has worked with Pearson Bros., Inc. on previous contracts and recommends that the low bid be accepted and a contract entered into with Pearson Bros., Inc.

 

As the unit pricing came in extremely low this year, and Pearson Bros. has agreed to extend the unit price to additional work, staff is recommending adding several streets to this contract.  Attached to the item is Change Order #1 in the amount of $29,110.60 which would bring the project costs to $117,788.00.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $129,567.00. 

 

Strategic Plan Relationship

The routine street maintenance with the annual seal coating project aligns with the city’s strategic plan goal of well-maintained infrastructure by providing high-quality street surfaces.

Financial Impact

This is part of the 2021 pavement management budget for street maintenance and there are sufficient funds on hand to cover the cost of the project with the change order as proposed above.

Staff Recommendation

By motion, adopt the resolution.

 

Body

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 21-02, said bids were received on April 27, 2021, electronically opened and tabulated according to law, and the following two bids were received complying with the advertisement:

 

Pearson Bros., Inc.

$88,677.40

Allied Blacktop Company

$93,088.00

 

AND WHEREAS, Pearson Bros., Inc. of Hanover, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Pearson Bros., Inc. for the designated improvements in the amount of $88,677.40.

 

2.                     Authorize Change Order No. 1 in the amount of $29,110.60 for the 2021 Seal Coat Program, Improvement Project No. 21.02.

 

3.                     A 10% contingency is hereby approved to bring the total project budget to $129,567.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.

 

4.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the two lowest bidders.  When a contract is duly executed, the bid bond of the remaining unsuccessful bidder will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
