INITIATE PROJECT AND ORDER PREPARATION OF FEASIBILITY REPORT FOR THE 93RD LANE INDUSTRIAL PARK AREA STREET IMPROVEMENTS - PHASE 3, IMPROVEMENT PROJECT NO. 13-24
 
Background
At the October 10, 2013 Council workshop, staff brought forward a list of proposed projects for the 2014 Pavement Management Program (PMP).  One project was for Phase 3 of the 93rd Lane Industrial Park Area Street Improvements which consists of a partial reconstruction of the streets located in the industrial park area generally bounded by 93rd Lane and Baltimore Street as shown on the enclosed map.  The streets in this industrial park area have been rated and identified as needing reconstruction.  In addition, many of the ditches and culverts along the streets have collected sediment over the years and do not function correctly, resulting in standing water and drainage problems.  The project will reconstruct the roads, regrade ditches and repair or replace culverts where needed.  
 
The PMP capital improvement plan fund does not have the capability to fund reconstruction of the entire 93rd Lane industrial park area in one year.  Therefore it was proposed to complete the reconstruction of the streets in this area in phases, the first phase was constructed in 2012, the second phase is being constructed in 2013, and this phase is proposed in 2014.  
 
The preliminary cost estimate for the third phase of the project is roughly $650,000, to be funded through a combination of assessments to benefitting properties and the PMP capital improvement plan funds.  Streets proposed to be reconstructed in 2014 are:
 
·      Eldorado Street from Radisson Road to 91st Avenue
·      Hastings Street from Radisson Road to the cul-de-sac
·      Radisson Road from 91st Avenue to 93rd Lane.
 
The Finance Department is in the process of updating the PMP capital improvement plan to reflect the latest cost estimates.  The streets which will be brought forth in the Feasibility Report will reflect the amount of available funding and may be reduced somewhat from what is shown on the enclosed map.
 
If approved, this Resolution initiates Phase 3 of the proposed 93rd Lane Industrial Park Area Street Improvement Project and orders preparation of a feasibility report.
 
Recommended Council Action
By motion, approve the Resolution.
 
Body
      WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and
 
      WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and
 
      WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and
 
      WHEREAS, the City Council proposes to initiate a street improvement project for phase 3 of the 93rd Lane industrial park area; and
 
      WHEREAS, it is proposed to assess the benefitted property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
