INTERSECTION CHANGES AT RADISSON ROAD AND 116TH AVENUE
 
Background
The City Council has discussed concerns raised by residents in the 116th Avenue and Aspen Lake Drive area at Council Workshops on July 18, 2013, November 14, 2013, April 3, 2014, and May 8, 2014.  A traffic study was performed, a No Truck sign was installed on 116th Avenue, the Police Department has responded to calls regarding trucks on 116th Avenue, a petition form for speed humps was sent to residents, traffic has been counted, the radar trailer was placed on 116th Avenue, a letter was sent to active builders in The Lakes of Radisson plats to use Lakes Parkway as their route to and from their job sites, Anoka County Highway Department (ACHD) provided options for traffic changes to the Radisson Road and 116th Avenue intersection, and ACHD was open to consideration of a truck route on Radisson Road to Lakes Parkway at City expense.
 
To address the resident's safety concerns of southbound turning movements from 116th Avenue to Radisson Road, the City Council is proposing to install temporary traffic control to create a right out only from 116th Avenue to Radisson Road.  The Council held an open house on June 12, 2014 prior to this Special City Council meeting to receive feedback from residents of the plat of Radisson Ponds and the plats of The Lakes of Radisson south of Lakes Parkway.  Approximately 800 residents were notified of the open house.
 
The following Resolution is written to authorize the temporary installation of traffic barrels, barricades, and signage to restrict 116th Avenue to a right out only at Radisson Road.  The estimated cost for equipment rental is $1,500 for initial installation and $1,350 per each additional month.  If Council authorizes installation of the temporary traffic control, a funding source must be identified by Council and the time frame for the rental contract.            
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and
 
WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and
 
WHEREAS, the temporary traffic control is considered to be in accordance with standards established in the Minnesota Manual on Uniform Traffic Control Devices.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine that the temporary traffic control as indicated on the attached plan sheet is hereby authorized to be installed at the intersection of 116th Avenue and Radisson Road (CSAH 52).
