Executive Summary

The Blaine Police Department requests Council approval of the 2023 payment of $192,730 and a 42-month contract with AXON Enterprise Inc. for four interview room cameras pursuant to Section 6.05 of the City Charter which requires Council approval of all purchases or contracts more than $50,000. 

 

Background

The Blaine Police Department (PD) has a contract with AXON Enterprise Inc. for squad video cameras, body worn cameras (BWC), Taser information and a digital evidence system. The PD instituted police squad cameras in 2011, and BWC in 2017. In 2020, with council approval, the PD upgraded the technology with a new vendor to combine both the squad cameras and the BWCs.  The contract is through the State Cooperative Purchasing Program. The base annual cost is $185,000 and is subject to additional per-officer charges if officers are added to the 2020 base.  The contract calls for upgrading equipment twice during the contract period at no charge and replaces damaged or inoperable pieces of equipment at no additional charge. The system has proven to be valuable and cost-effective as it provides storage and access to a significant amount of information in a single location. The City Council approved the 5-year contract in 2019 (MO19-209), and appropriated funding for 2023 with the adoption of the 2023 General Fund Budget in December of 2022. 

 

The contract for the additional four interview rooms will be a 42-month contract totaling $79,000 with a one-time start-up cost of $37,884.53 and an annual payment of $13,705.15 through the end of the contract.  This would coincide with the current interview room contract and expire at the same time.  Interview cameras will integrate with current Axon equipment. Current interview rooms rely on an outdated DVD system that must be uploaded and redacted separately for discovery and other data request. Implementation of this contract would begin the process of phasing out old technology.

Staff Recommendation

By motion, approve expenditure of $192,730 for the contract renewal with AXON Enterprise Inc and approval of a 42-month contract for interview room cameras with a total cost of $79,000 with Axon Enterprise Inc.
