DISCUSSION ON 105TH AVENUE TURNBACK AND RECONSTRUCTION
 
Background
Anoka County has recently notified the City that they are planning to do a mill and overlay on 105th Avenue/CR 87 in 2015 and turn back this section of road to the City, if the City is willing to accept the County's latest offer of approximately $1.1 million towards a reconstructed 105th Avenue.
 
The City Council will need to discuss this proposal and choose an action to move forward.  Options to consider:
 
1.      Allow the County to do the mill and overlay and have this section of 105th turned back to the City.  This is a temporary fix, the road still needs to be redesigned and reconstructed.
 
2.      Accept the County's offer of $1.1 million for the turnback of 105th and then do our own overlay as we pursue additional funds from other sources for 105th Avenue reconstruction.
 
3.      Accept the County's offer of $1.1 million for the turnback of 105th and put together a project for the redesign and construction of 105th in 2015/16.  Estimated total reconstruction of 105th with trails, sidewalks, utilities, and pedestrian movements is in the $4.5 million range.  Other funding sources for this project could include MSA funds, TIF funds, Utility funds, and possible assessments.
 
This would allow us to only work on this road once instead of doing the temporary work and coming back and doing the reconstruction several years later.
      
Staff will have more detailed information and cost estimates on reconstructing 105th Avenue at the Workshop meeting.
 
Recommendation
Provide feedback to staff on how to respond to Anoka County's letter and how to proceed with reconstruction of  105th Avenue.
