RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR RECONSTRUCTION OF DAVENPORT STREET FROM 99^TH LANE TO 105^TH AVENUE

IMPROVEMENT PROJECT NO. 11-11

Background

The proposed improvements include construction of right turn lanes at 104^th Avenue, 103^rd Avenue, and entrance to National Sports Center, a realignment of the intersection of 99^th Lane and Davenport Street, and total concrete curb and gutter replacement, spot concrete sidewalk replacement, new concrete sidewalk, storm sewer structures, asphalt surface, traffic control signage, signal modification, striping, and related appurtenant construction for Davenport Street from 99^th Lane to 105^th Avenue.  The estimated total cost of the project is $1,148,200, of which $499,000 is proposed to be assessed over a ten-year period.  Replacement of existing sanitary sewer castings/rings and relocation of hydrants, estimated cost of $23,220, is proposed to be paid for by the City Public Utility Fund.  The remaining portion of $625,980 is proposed to be paid from the City's Municipal State Aid Street funds and the City's Pavement Management Program funds.  The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation

By motion, approve the resolution.

Body

WHEREAS, pursuant to Resolution No. 11-0116 adopted on the 15th day of September, 2011, by the Blaine City Council, a report has been prepared by the City of Blaine, Engineering Department, with reference to the reconstruction of Davenport Street from 99th Lane to 105^th Avenue, and this report received by the Council on the 19th day of January, 2012.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

1.      The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible and resulting in a benefit to the properties proposed to be assessed, and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $1,148,200.

2.      A Public Hearing shall be held on such proposed improvement on the 16th day of February, 2012, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
