Accept Bid from Municipal Builders, Inc. in the amount of $1,585,014.00 for the Well 16  and Booster Station Rehabilitation, Improvement Project No. 21-20

 

Executive Summary

The City Council authorized Barr Engineering to perform project engineering, management and construction support for the  Well 16 and Booster Station Rehabilitation, Project No. 21-20 on January 1, 2021 with Resolution No. 21-008.  Barr Engineering prepared bidding documents for the project and the project was advertised for bids.

 

 

Background

Bids were received electronically at 10:00 AM, June 25, 2021, for Project No. 21-20.  One bid was received in the amount of $1,585,014.00.  The Engineer’s estimate for construction and bid as follows:

 

Engineer’s Estimate - Construction Cost

$1,170,000.00

Municipal Builders, Inc.

$1,585,014.00

 

Bids have been checked and tabulated, and it has been determined that Municipal Builders, Inc, LLC of Andover, Minnesota is the lowest bidder. The Engineering Department has worked with Municipal Builders, Inc. on previous contracts.  Staff recommends the low bid be accepted and a contract entered into with Municipal Builders, Inc.

 

Staff did reach out to the other potential bidders that had expressed interest or attended the pre-bid meeting.  Their reasoning for not submitting on our project was due to unavailability of subcontractors and/or their own volume of work.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $1,743,500.00.  The funding source for this project is Water Utilities funds, and there are sufficient funds to cover these costs.

 

Strategic Plan Relationship

The Well 16 and Booster Station Rehabilitation project is part of the city’s strategic goal of a well maintained infrastructure.

Body

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 21-20, said bids were received on June 25, 2021, electronically opened and tabulated according to law, and the following lowest bid was received complying with the advertisement:

 

 

Municipal Builders, Inc.

$1,585,014.00

 

AND WHEREAS, Municipal Builders, Inc. of Andover, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Municipal Builders, Inc. for the designated improvements in the amount of $1,585,014.00.

 

2.                     A 10% contingency is hereby approved to bring the total project budget to $1,743,500.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.

 

3.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
