Title

AUTHORIZE INSTALLATION OF REGULATORY SIGNS FOR PARKING RESTRICTIONS ON EDISON STREET, 124TH CIRCLE AND 123RD CIRCLE WEST OF NORTH MARINA CIRCLE

 

Background

On August 4, 2016, the City received a petition from residents who live on Edison Street west of North Marina Circle, 123rd Circle and 124th Circle.  The petition was signed by 82 of the 109 parcels (75%) and asked the City Council to consider parking restrictions on Edison Street, 123rd Circle and 124th Circle. 

 

The petition is asking for two types of parking restrictions.  The first request is year round parking restrictions adjacent to the first two medians in Edison Street west of North Marina Circle.  (The petition only speaks to the eastern median but when presenting the petition to Council during Open Forum at the August 4, 2016 City Council meeting, Harley Wells requested that the second median in Edison Street just west of 123rd Circle and 124th Circle be included also.)  This request is to address parked vehicles in the area adjacent to the medians that restricts access for emergency vehicles.

 

The second request is for parking restrictions from June 1 thru Labor Day - 10:00 AM to 8:00 PM on Edison Street west of North Marina Circle, 123rd Circle and 124th Circle.  The petition states that residents are concerned that when these streets are used as overflow parking for the beach that the streets become difficult to navigate.  There is also a safety concern listed for pedestrians.

 

The petition also spoke of the Village Carriage North Home Owners Association offering to issue their own parking passes.  The Police Department has indicated that these private passes would make enforcement difficult.  The Police Department has a process in place to permit parking for special events if prior notice is given.  If the parking restrictions are approved by Council, a letter will be sent to the adjacent property owners to explain the process for contacting the Police Department for special event parking.   

 

Installation of parking restriction signs requires authorization by City Council.  The regulatory signs proposed meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices. 

 

Recommendation

By motion, adopt the Resolution.

 

Body

                     WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and

 

                     WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and

 

                     WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that regulatory signs are hereby authorized to be installed as follows:

 

Ø                     Parking restrictions shall be placed on both sides of Edison Street west of North Marina Circle in the area of the first two medians as shown on the attached map.

Ø                     Parking restrictions shall be placed on both sides of Edison Street west of North Marina Circle, 123rd Circle and 124th Circle from June 1st thru Labor Day between 10 AM and 8 PM as shown on the attached map.
