MAYORAL APPOINTMENTS TO THE 2014 NATURAL RESOURCE CONSERVATION BOARD
Background
Four vacancies exist on the Natural Resource Conservation Board due to the expiration of terms as follows: Gene Rafferty, Ward 1; Grace Schrunk, Ward 2 and Kimberly Gunter, Ward 3.   In March, 2013 Anthony Castillo was appointed for a one year term as an at-large position. He is currently in Ward 3.  Incumbents, Anthony Castillo, Gene Rafferty, and Kimberly Gunter have submitted an application seeking reappointment.  Grace Schrunk is not seeking reappointment in Ward 2.  
 
In addition to the three incumbents, the City also received three applications from interested residents in the community.  The Council interviewed the applicants on January 23, 2014.   
At least two members must reside in each Council election ward for the term of their appointment to the Natural Resource Conservation Board.  Appointments need to be made as follows:  
·      one commissioner in Ward 1 for a two-year term
·      one commissioner in Ward 2 for a two-year term
·      one commissioner in Ward 3 for a two-year term
            
The method of appointment was adopted by the Blaine City Council in 1996 and became effective in 1997. Ordinance No. 96-1628 provides that the Mayor will announce the appointment of the appointees to serve two-year terms on the Natural Resource Conservation Board.  The Council will confirm the appointments at the February 20, 2014 Council meeting.  The appointees will be sworn into office at the March 18, 2014 Natural Resource Conservation Board meeting or at a time prior to the April 2014 meeting.   
Recommendation
Mayor announces the appointment of three persons, one from each council ward, to serve two-year terms on the Natural Resource Conservation Board.
