ADOPT 2017 SANITATION UTILITY FUND BUDGET
Background
Council twice reviewed the proposed 2017 Sanitation Utility Fund Budget - at the October 6, 2016 Workshop and again at the November 10, 2016 Workshop. At the October 6 Workshop, Council discussed revising the fee structure with a focus on limiting the amount of non-typical household waste that can be collected at no additional cost. Specifically, the Council directed the following:
• Rename the current unlimited tier to “Premium Service”
• Maintain the current three tier fee schedule
• Develop a plan that addresses the current abuse of the unlimited service level
Staff developed such a plan and presented it at the November 10 Workshop. Per Council discussion and direction from that Workshop, the attached revised Hardship Assistance Policy was drafted.
Consistent with direction provided by the Council, the following restructured sanitation utility fee schedule was presented as part of the budget:

The attached 2017 Sanitation Utility Fund Budget incorporates the above fees, per Council direction, as well as updated fees for the hauling and disposal of solid waste pursuant to the contract with Walters Refuse and Recycling.
Recommendation
By motion, adopt the resolution contained herein.
Body
WHEREAS, the proposed Sanitation Utility Enterprise Fund Budget for the fiscal year commencing January 1, 2017 has been prepared by the City Manager; and
WHEREAS, the City Council has examined, studied, and reviewed said proposed Sanitation Utility Enterprise Fund Budget; and
WHEREAS, the City Council has, after due consideration and deliberation, made such amendments and adjustments in the proposed Sanitation Utility Enterprise Fund Budget as they consider necessary, desirable, or expedient.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. That the proposed Budget for the Sanitation Utility Fund attached hereto is approved.
2. That the 2017 appropriations attached hereto are approved.
3. That the 2017 funding sources and fee adjustments identified and attached hereto and reflected in the City’s fee schedule are approved.
That the City Manager is authorized and directed to implement and to administer, within the budgetary funding limits and within adopted City policy and relevant State and City laws and regulations, said approved Sanitation Utility Enterprise Fund Budget.
