Title

APPROVE PREMISES PERMIT FOR CHARITABLE GAMBLING FOR BLAINE YOUTH HOCKEY ASSOCIATION AT CLIVES ROADHOUSE BLAINE, INC., 10400 BALTIMORE STREET NE #200, BLAINE

Background

Suzanne Slawson, Gambling Manager for Blaine Youth Hockey Association (BYHA), has submitted an application to conduct charitable gambling at Clives Roadhouse Blaine, Inc., 10400 Baltimore Street NE #200, Blaine. As of March 31, 2018 BYHA no longer holds a premise permit at Axel’s Bonfire, therefore, if approved, their four locations allowed by City Code would include:  Ole Piper Inn, Broadway Bar & Pizza, Wild Bill’s Sports Saloon, and Clive’s Roadhouse.  The Blaine Festival no longer holds the premise permit at Clive’s Roadhouse.

The Gambling Control Board may not issue a new premises permit for charitable gambling within a city unless a sponsoring organization obtains approval through a resolution from the City Council. A charitable gambling applicant has sixty (60) days from the date of their application to present such a resolution to the Gambling Control Board or otherwise forfeit their gambling activities.

The $250 investigation fee has been deposited with the City and the criteria set forth in Ordinance No. 88-1108 (regulating lawful gambling) has been met.  An investigation has been conducted by the Blaine Police Department on the gambling activity of Blaine Youth Hockey Association and found nothing that would disqualify them from being approved.
