Ratification of Law Enforcement Labor Services Local 165 (Police Officer/Detective) Labor Agreement for 2023-2025

Background
The City of Blaine and the Law Enforcement Labor Services, Local 165 (Police Officer/Detective) have reached agreement on the labor contract covering the three years beginning January 1, 2023 through December 31, 2025.
1. Add in language surrounding Juneteenth, if the State and/or City adopt Juneteenth as a paid holiday, Local 165 will receive the same benefit.
2. The city has agreed to the removal of three steps in the preexisting wage table, a 3% COLA adjustment to all years, and a $1/year market adjustment to “1 year”, “2 years”, and “3 years” wages in 2023, 2024, and 2025.
3. Add in language that employees will only be able to progress through the salary range subject to satisfactory performance criteria.
4. An annual increase of $50 per month per year in the city’s cafeteria plan.
5. The city has agreed to increase pay for use of force trainers by $100/month.
6. Increase clothing allowance for detectives and direct operations group by $50/year.
7. Incidental technical and clean up language changes.
Recommended Council Action
By motion, ratify the contract between the Law Enforcement Labor Services, Local 165 and the City of Blaine for calendar years 2023-2025.
