Accept Bid from Dresel Contracting, Inc. in the amount of $1,886,516.75 for the 2021 Polk Street Area Street Reconstructions, Improvement Project No. 19-16

 

Executive Summary

The City Council approved plans and specifications and ordered advertisement for bids for the 2021 Polk Street Area Reconstructions project on February 1, 2021 with Resolution 21-018.

 

The project will reconstruct the following streets:

 

                     Polk Street from 89th Avenue to Clover Leaf Parkway

                     Tyler Street from 89th Avenue to 91st Avenue

                     Van Buren Street from 89th Avenue to 91st Avenue

                     Jackson Street from 89th Avenue to 91st Avenue

                     90th Lane from 91st Avenue to 91st Avenue

 

Background

Bids were received electronically at 10:00 AM, March 9, 2021, for Project No. 19-16.  A total of eight bids were received ranging from $1,886,516.75 to $2,154,476.09.  The Engineer’s estimate for construction and three lowest bidders are as follows:

Bids have been checked and tabulated, and it has been determined that Dresel Contracting, Inc. of Chisago City, Minnesota is the lowest bidder.  The Engineering Department has worked with Dresel Contracting, Inc. on previous contracts.  Staff recommends the low bid be accepted and a contract entered into with Dresel Contracting, Inc.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $2,075,168.43.  The funding source for this project is assessments, City Pavement Management Program fund and Municipal State Aid System funds, and there are sufficient funds to cover these costs.

Financial Impact

The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 19-16, said bids were received on March 9, 2021, electronically opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

Forest Lake Contracting, Inc.

$1,918,436.50

 

AND WHEREAS, Dresel Contracting, Inc. of Chisago City, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Dresel Contracting, Inc. for the designated improvements in the amount of $1,886,516.75.

 

2.                     A 10% contingency is hereby approved to bring the total project budget to $2,075,168.43 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.

 

3.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
