Background
Project No. 13-20 includes construction of concrete curb and gutter, storm sewer, asphalt surface, traffic control signage, striping, and appurtenant construction. The total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $367,740.00.
The Assessment Roll has been prepared consistent with the Feasibility Report, except as amended by City Council. Of the total cost, the amount to be assessed is $49,952.00. The Public Utility Fund will contribute $26,235.00 for water and sewer improvements. Pavement Management Program Funds (PMP) will contribute $291,103.07.

WHEREAS, a contract has been entered into for construction of concrete curb and gutter, storm sewer, asphalt surface, traffic control signage, striping, and appurtenant construction in the following described area:
The East Central Avenue
Service Road from 87th Avenue to 89th Avenue
AND WHEREAS, the construction cost for such improvement is $293,823.75 and the expenses incurred in the making of said improvements amount to be $73,466.32 making the total cost $367,290.07.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The total cost of such improvement is hereby declared to be $367,290.07.
2. The amount to be assessed is hereby declared to be $49,952.00. The Public Utility Fund will contribute $26,235.00. Pavement Management Program Funds (PMP) contribution is $291,103.07.
3. Assessments shall be payable in annual installments extending over a period of ten (10) years, the first of the installments to be payable on or before the first Monday in January 2016, and shall bear interest at the rate of four and five tenths percent (4.5%) per annum from the date of the adoption of the assessment resolution.
4. The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.
5. The City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.
6. A hearing shall be held on the 17th day of September, 2015, in the Council Chambers at Blaine City Hall at 8:00 PM, or as near that time as possible, to pass upon the proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.
7. The City Manager shall give published and mailed notice of such hearing as required by law.
