ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR RECONSTRUCTION OF THE EAST CENTRAL AVENUE SERVICE ROAD FROM 87TH AVENUE TO 89TH AVENUE, IMPROVEMENT PROJECT NO. 13-20
Background
Notice for this hearing has been published and mailed. A public information meeting was held on April 29, 2014 and no property owner or tenant participated. Staff did receive one call before the meeting and answered questions about the project.
The proposed improvements for this project include concrete curb and gutter, storm sewer, asphalt surface, traffic control signage, striping, and appurtenant construction. The estimated total cost of the project is $367,740 with $56,808 proposed to be assessed over a ten-year period, using the front footage method for commercial/industrial properties as identified in the Public Improvement Special Assessment Policy. Replacement of existing sanitary sewer castings/rings and replacement of existing hydrants and gate valves at an estimated cost of $17,000 is proposed to be paid for by the City Public Utility Fund. The remaining portion of $293,932 is proposed to be paid from the City's Pavement Management Program Fund.
The project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed.

Recommendation
Conduct public hearing and, by motion, approve the resolution.
Body
WHEREAS, Resolution No. 14-065 of the Blaine City Council, adopted on the 17th day of April, 2014 , ordered a public hearing on the proposed project; and
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 15th day of May, 2014, at which time all persons desiring to be heard were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 14-065 adopted on the 17th day of April, 2014.
2. The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
3. The contract shall be awarded no later than May 14, 2015.
