Background
Council is asked to approve the purchase of and emergency warning siren with DC battery backup in the amount of $12,650 pursuant to the Blaine City Charter Section 6.05, which requires City Council approval of all purchases or contracts in excess of $10,000.
 
The function of emergency preparedness is to develop and coordinate the overall strategy and plan for emergencies and disasters that may occur in the City of Blaine.  The emergency preparedness operation is an essential function to enhance the public safety of the community.
 
This proposed purchase is for an outdoor warning siren with DC battery backup to replace existing Siren #12 located at Well #10 on the corner of 99th Avenue and Buchanan Street.  The existing siren was installed in 1980 and is the oldest siren in the City.  This replacement will be an upgrade to a larger siren for better audible coverage and the installation of a DC battery backup system allowing the siren to still operate in the event of a power outage in the area.
 
Quotes were obtained for the purchase of one siren with DC battery backup for the amount of $12,650.00 from Federal Signal Corporation.  For 2015, Council appropriated $19,500 for this project and adequate funds exist to complete the purchase.
 
Recommendation
By motion authorize the purchase of one Outdoor Warning Siren with DC battery backup from Federal Signal Corporation for the amount of $12,650.00.
