Background
At the December 5 meeting, Council directed staff to review the proposed fees for Park facility rentals. Staff has reviewed those fees and updated their recommendation to reflect council direction.
 
Annually, the City Council reviews and adopts a fee schedule. Minnesota Statutes §462.353, subd. 4(a) provides, in part, as follows: "…A municipality may adopt a fee schedule under this subdivision by ordinance…, following publication of notice of proposed action on a fee schedule at least 10 days prior to a public hearing held to consider action on or approval of the fee schedule."
 
The fee schedule with proposed changes is attached and shows all of the proposed changes with additions underlined in red and deletions with strikethrough. The changes are summarized below:
 
·      Amusement Center "per device fee" of $15.00
·      Addition of state surcharge on Building permit fees and change of reference for where provisions are found (MN Rules 1300)
·      Set fee for residential attic insulation alteration - $60.00 + state surcharge
·      Commercial plumbing projects (inspections only for State projects) - Based on 1.5% of job cost + state surcharge
·      Tobacco license fee increase from $150.00 to $250.00 - previous fee calculation did not take into account full cost of staff time plus benefits
·      Sanitation Utility fee increase of $1.50/quarter
·      Removal of Utility installation fee (electric, gas) - $150.00
·      Work in Right-of-Way one time registration fee - $25.00
·      Work in Right-of-Way Permit extension - $15.00
·      Excavation permit - $150.00
·      Obstruction permit - $150.00
·      Delay Penalty - $45.00 up to 3 days + $10/day beyond 3 days
·      Transit Amenity permit (per year) - $50.00
·      Picnic Shelter Rental Fees - no longer an hourly rate nor based on number in group, fee is calculated based on half-day or full-day for resident and non-resident
·      Inclusion of Water meter prices - this has previously not been included in the annual fee schedule although we have collected it.
·      Water Access Charge set fee - increase from $1598 to $1630
·      Sewer Access Charge - 1% of MCES SAC fee. This fee allows the City to recover the cost of administering the program
·      Electronic Payment Card Fee - this fee is for processing payments made with an electronic credit card
·      Removal of utility, water and sewer maps for sale
·      Custom reports for Community Standards (i.e. specific rental property reports)
·      Reimbursable Police Services increase from $71/hour to $73/hour

      The Municipal Code of the City of Blaine is hereby amended by adding Appendix D adopting a Fee Schedule for City services and licensing, pursuant to Minn.Stat. §462.353, subd. 4 and subd. 4(a).
 
      City staff has reviewed the current Fee Schedule for the City of Blaine and is recommending that the following amendments to the Fee Schedule, attached hereto be adopted. After consideration of and review by the Blaine City Council, the amendments to the Fee Schedule, Appendix D of the Municipal Code of the City of Blaine is hereby adopted.

The plan review fees specified in this subsection are separate fees from
 
 
the permit fees specified in Section 107.2 MN Rules 1300 and are in
 
 
addition to the permit fees.
 
 
 
 
 
When submittal documents are incomplete or changed so as to require
 
 
additional plan review or when the project involves deferred submittal
 
 
items as defined in Section 106.3.4.2 MN Rules 1300, an additional plan
