Approve Plans and Specifications and Order Advertisement for Bids for the 2023 Northwest Area Street Reconstructions, Improvement Project No. 23-06

 

Executive Summary

The Public Hearing for the proposed improvement project was held on January 4, 2023, and the City Council ordered the preparation of plans and specifications with Resolution No. 23-04. The proposed project will reconstruct the following streets:

 

                     127th Avenue from cul-de-sac to Polk Street

                     127th Lane from Monroe Street to Polk Street

                     128th Avenue from Taylor Street to Polk Street

                     Taylor Street from 90th Lane to 91st Avenue

                     129th Lane from 175’ west of Tyler Street to Polk Street

                     Tyler Street from 127th Lane to 129th Lane

                     Polk Street from 126th Avenue to cul-de-sac

                     131st Avenue(E) from Van Buren Street to Taylor Street

                     131st Avenue (W) from Jefferson Street to Van Buren Street

 

Background

This action is the next step in the series of approvals under the MN Statutes, Chapter 429 for municipal street construction projects that include assessments.  

 

The proposed improvement consists of city streets with curb and gutter except for 131st Avenue (W) from Jefferson Street to Van Buren Street which has a rural section and no curb and gutter. The method of reconstruction will vary between the streets and is further explained in the feasibility report.

 

Plans and specifications have been prepared as directed and are available for Council review in the Engineering Department. 

 

The next Regular Agenda Administrative Action Item for the City Council will be the receipt of the bids and award of the construction project.

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high-quality street surfaces.

 

Board/Commission Review

No review is required.

 

Financial Impact

The project is identified in the City Council adopted 2023-2027 Transportation Capital Improvement Program and has a 2023 appropriated budget of $2,943,000. The project will be initially funded from the proceeds of bonds to be issued in 2023. The bonds will be paid through a combination of annual tax levies and special assessments to be levied against the benefitting properties.

 

Public Outreach/Input

The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

Body

WHEREAS, pursuant to Resolution No. 23-04 of the Blaine City Council, adopted on the 4th day of January, 2023, Plans and specifications have been prepared for the 2023 Northwest Area Street Reconstructions; and

 

WHEREAS, the Engineering Department has presented such plans and specification to the City Council for their approval.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:

 

1.                     Such plans and specifications, copies of which are filed in the Engineering Department, are hereby approved.

2.                     The City Clerk shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for making of such improvements pursuant to the approved plans and specifications.

3.                     Such advertisement for bids shall call for sealed bids to be received in compliance with Notice of Contractor for the advertisement for bids.
