Accept Bid from Pember Companies, Inc. in the amount of $313,940.00 for the Public Works Drainage Improvement Project, Improvement Project No. 22-50

 

Executive Summary

The City Council reviewed this project request at the February 7 meeting and approved a contract with WSB Engineering for professional engineering services for the design, bid, construction surveying and staking, and construction administration for the Public Works Drainage Improvements project. The design of plans and specifications has been completed and the project was bid on June 28, 2022.

 

Background

The project generally consists of the installation of a sediment accumulation area at the main public works building, and an expansion of the vehicle washdown parking area. Improvements at the Xylite street public works facility include installing perimeter control at the existing curb cuts. Both of these projects will prevent polluted runoff from exiting the site which is a requirement of the city’s stormwater permit.

 

Bids were received electronically at 10:00 AM, June 28, 2022, for Project No. 22-50.  A total of 10 bids were received ranging from $313,940.00 to $518,051.05.  The three lowest bidders are as follows:

 

Pember Companies, Inc.

$313,940.00

Bituminous Roadways Inc.

$330,978.33

All Phase Contracting, Inc.

$419,955.04

 

Bids have been checked and tabulated, and it has been determined that Pember Companies, Inc of Menomonie, Wisconsin is the lowest bidder.  Staff recommends the low bid be accepted and a contract entered into with Pember Companies, Inc. This bid compares to the engineer’s estimate of probable construction cost of $304,000.00.

 

City Council is also asked to approve an 8% contingency to bring the total project budget to $339,055.20. The funding source for this project is the stormwater utility fund.

Financial Impact

The project will be funded by the stormwater utility fund. At the June 20 meeting, the Council amended the stormwater capital project budget from $260,000 to now include $385,000 for the Public Works Washdown Improvement project.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 22-50, said bids were received on June 28, 2022, electronically opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

 

Pember Companies, Inc.

$313,940.00

Bituminous Roadways Inc.

$330,978.33

All Phase Contracting, Inc.

$419,955.04

 

AND WHEREAS, Pember Companies, Inc. of Menomonie, Wisconsin is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Pember Companies, Inc. for the designated improvements in the amount of $313,940.00

 

2.                     An 8% contingency is hereby approved to bring the total project budget to $339,055.20 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.
