Approve Joint Powers Agreement with Coon Creek Watershed District (CCWD) for Aurelia Park Stormwater Retrofit Project
Executive Summary
The City of Blaine and the Coon Creek Watershed District (CCWD) have identified an opportunity to improve the water quality in the Springbrook Creek area using a portion of Aurelia Park to construct a stormwater pond. This is one of the identified project areas that will allow the city to mitigate some of its requirements for several street reconstructions that the city has undertaken in the past few years.
Background
At the March 15, 2021 City Council Workshop, the City Council was in favor of moving forward in partnership with the CCWD to construct a stormwater pond in the southwest corner of Aurelia Park.
Blaine and CCWD staff have prepared a Joint Powers Agreement (JPA) that outlines the roles and responsibilities of each party, as well as each party’s financial contribution. That JPA is attached.

Financial Impact
The financial impact to the city to enter into the JPA is outlined below and is currently based on estimated costs. The estimated costs for the project are as follows:
• Grant - $77,542
• CCWD - $30,000 + 15% contingency
• City - $292,041 (approved 2021 Stormwater budget has $350,000 allocated for this project)
Public Outreach/Input
Blaine and CCWD staff held a public meeting on April 29, 2021. Five residents were in attendance. A webpage has been created for the project. A message board is at the project site with information on the proposed project.

Body
WHEREAS, the Coon Creek Watershed District (CCWD) and the City of Blaine desire to jointly construct a stormwater retention pond in the southwest corner of Aurelia Park to reduce total phosphorus and sediment loading to Springbrook Creek, thereby improving water quality within the City and the Coon Creek Watershed District; and
WHEREAS, Minnesota Statutes Section 471.59 authorizes the CCWD to enter into an Agreement with the City of Blaine and to provide the City with financial assistance for this Project for the joint exercise of powers common to each; and
WHEREAS, said Agreement details the responsibilities of the CCWD and the City of Blaine as to the costs associated with the design, construction and related activities of the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. Joint Powers Agreement between CCWD and the City of Blaine with regard to the Aurelia Park Stormwater Retrofit project is hereby approved.
2. The Mayor and City Manager are hereby authorized and directed to execute said agreement.
