Background
The National Sports Center is proposing to host an outdoor Christian music festival on Saturday June 09, 2012. The music festival, a day long series of concerts and family events, is sponsored by Northwestern College and their Christian radio station KTIS. The event is patterned after the initial 2009 event that was held on June 13, 2009. There was also an event held on June 12, 2010 and June 11, 2011.  The events drew between 7,500-8,000 people. The 2012 event would run from 10:00 AM to 10:30 PM, would be a ticketed event and is expected to draw approximately 10,000 people over the entire day as some people would come for the afternoon events and music and some would arrive later for the evening events.
 
The three previous KTIS/Northwestern College events have not generated any significant sound, traffic or neighborhood issues and were well within the scope of event that can be accommodated by the NSC facility.
 
The concert set-up would include two stages, one inside the stadium on the exhibition field just north of the NSC offices, and a smaller stage located just outside the stadium. The smaller stage would only be used during the afternoon. The main stage would be located at the north end of the stadium with the sound projected to the south towards the City's public works facility. The applicant will operate under a noise management plan similar to the one used in previous events which outlines how Public Safety staff can make contact with event managers to reduce the sound level at the main stage if warranted.
 
Notice was sent to adjacent property owners.
 
Recommendation
By motion, approve the Resolution.

PER SECTION 30.52 (a) OF THE ZONING ORDINANCE
OF THE CITY OF BLAINE
 
      WHEREAS, an application has been filed by the Minnesota Amateur Sports Commission and Northwestern College as conditional use permit Case File No. 11-0045; and
 
      WHEREAS, the Blaine City Council has reviewed said case on December 1, 2011.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit amendment is hereby approved per Section 30.52(a) of the zoning ordinance to allow an Outdoor Music Concert on June 9, 2012, at the National Sports Center based on the following conditions:
 
1.      Concert event to be operated consistent with the materials and descriptions made part of this application.
2.      Concert to end on or before 10:30 PM on June 09, 2012.
3.      Applicant agrees to abide by the noise management plan and will lower concert noise at the stage if requested by Blaine Public Safety.
4.      This CUP amendment is for a single day event on June 09, 2012.
5.      The applicant shall not permit tailgating or overnight camping.
6.      At least 30 days prior to the concert event, the applicant shall prepare and submit to the City of Blaine an acceptable operation plan to be implemented by the applicant, encompassing at a minimum the following items:
  1. On and off-site litter control.
  2. Emergency medical plan.
  3. Security plan and identification of the concert-experienced command person.
  4. Specific traffic management plan for each event.
  5. Plan to address alternative parking in case of inclement weather.
  6. Plan to mitigate adverse impacts on the adjacent business area.
  7. Portable restroom facilities.
7.      The applicant shall operate the events consistent with City codes and State statutes.
