Background
Project No. 11-07 includes construction of a northbound right turn lane on Lexington Avenue at Woodland Parkway and appurtenant construction.  The total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $193,236.00.
 
Of the total cost, the amount to be assessed is $116,000.00.  Developer bond funds will be used to pay the remaining $87,541.88.  The bond funds are being used to reduce the proposed per lot assessment from the original estimated cost of $666.00 down to $400.00 as City Council directed when a plan for the use of the bond proceeds was discussed.
 
Recommendation
By motion, approve the resolution.

WHEREAS, pursuant to Resolution No. 12-092 passed by the Blaine City Council on July 12, 2012, the City Manager was directed to prepare a proposed assessment of the cost for construction of a northbound right turn lane on Lexington Avenue at Woodland Parkway, and appurtenant construction in the following described area:
 
The plats of Gardenwood, Gardenwood Second Addition, Woodland Village and St. Andrews Village located in the SW ¼ of Section 12 and the NE ¼ of the NW ¼ of Section 13.
 
AND WHEREAS, the City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      A hearing shall be held on the 2nd day of August, 2012, in the Council Chambers at Blaine City Hall at 8:00 PM, or as near that time as possible, to pass upon such proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.
 
2.      The City Manager shall give published and mailed notice of such hearing as required by law.
