Background
The final plat being presented is the fourth phase of the Sanctuary Preserve preliminary plat. Sanctuary Preserve 4th Addition contains 51 lots and one outlot. Outlot A will contain wetlands and storm drainage areas.
Park dedication is required for this plat for each of the new lots created. The 2018 rate is be $4,320 per lot, or $220,320 for 51 new lots. This payment must be made prior to release of final plat mylars for recording at Anoka County.
The improvements within the proposed plat will include sanitary sewer, water main, storm drainage improvements, street, concrete curb and gutter, 6 foot concrete walk, 10 foot bituminous trail, street lights, mailboxes, traffic control signs, street signs. Plans and specifications must be approved by city prior to start of construction.
The final plat is consistent with the approved preliminary plat, Resolution No. 15-055.
Recommendation
By motion, approve the Resolution.

WHEREAS, an application has been filed by Pulte Homes as subdivision Case No. 17-0060; and
WHEREAS, said case involves the division of land in Anoka County, Minnesota, described as follows:
Outlot F, CORRECTED PLAT OF SANCTUARY PRESERVE, according to the recorded plat thereof, Anoka County, Minnesota.
AND
Outlot B, SANCTUARY PRESERVE 3RD ADDITION, according to the recorded plat thereof, Anoka County, Minnesota.
WHEREAS, the Blaine City Council granted preliminary plat approval on April 2, 2015, subject to the stipulations as contained in Blaine City Council Resolution No. 15-055; and
WHEREAS, the applicant has submitted a final plat in general conformance with the approved preliminary plat.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that final plat approval for Sanctuary Preserve 4th Addition per Section 74-43 of the subdivision regulations is hereby granted subject to the following conditions:
1. Park dedication is required for this plat for each of the new lots created. The 2018 Park Dedication Rate is $4,320 per lot, or $220,320 for 51 new lots. This payment must be made prior to release of final plat mylars for recording at Anoka County.
2. Six-foot concrete sidewalks to be located on 112th Lane and 112th Circle.
3. Grading plan approval is required prior to start of any construction on site.
4. Rice Creek Watershed District permit is required prior to start of grading and City approval of construction plans and specifications.
5. Army Corps of Engineers permit is required prior to the start of grading and city approval of construction plans and specifications.
6. The developer shall submit a copy of their NPDES permit and Storm Water Pollution Prevention Plan to the city prior to start of grading construction.
7. The developer will be responsible for installation of streets with curb and gutter, sanitary sewer, water main, services, 6 foot concrete walk, 10 foot bituminous trail, street lights, mailboxes, traffic control signs, street signs. Plans and specifications must be approved by city prior to start of construction.
8. A development agreement will be required for the development that outlines the City’s and the developer’s responsibilities.
9. Water and sewer availability charges (WAC and SAC) become due with each residential building permit.
10. No construction traffic will be allowed on 114th Lane NE.
11. The additional landscaping and entrance signage along 112th Avenue to be maintained by the homeowners association.
12. The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreements and releases related to the approval, recording or administration of Sanctuary Preserve 4th Addition.
