APPROVE PARKING RESTRICTIONS ON JEFFERSON STREET, MADISON STREET AND QUINCY BOULEVARD NORTH OF TERRITORIAL ROAD
 
Background
Installation of regulatory signs requires authorization by the City Council.  The City has received three separate petitions for Traffic Management Strategy Implementation regarding parking on the following streets: (1) Jefferson Street between Territorial Road and 104th Lane, (2) Madison Street north of Territorial Boulevard, and (3) Quincy Boulevard between Territorial and 106th Avenue.  The petitions state that posting “no parking during the hours of 8:30 a.m. to 9:30 a.m. and 3:30 p.m. to 4:30 p.m. on school days” would help eliminate traffic congestion and improve safety.  There are 4 signatures on the petition for Jefferson, 3 signatures on the petition for Madison, and 5 signatures on the petition for Quincy, representing 12 of the 21 residential properties adjacent to the petitioned street segments which are immediately north of Madison Elementary.  
 
The proposed Council action approves parking restrictions on both sides of Jefferson Street from Territorial Road to 104th Lane, Madison Street from Territorial Road to 300 feet north, and Quincy Boulevard from Territorial Road to 105th Lane, and on the west side of Quincy Boulevard from 105th Lane to 106th Avenue during the hours of 8:30 to 9:30 a.m. and 3:30 to 4:30 p.m. on school days.
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, the Blaine City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and
 
WHEREAS, the City Ordinance requires a City Resolution specifying the placement of regulatory signs; and
 
WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual of Uniform Traffic Control Devices; and
 
WHEREAS, the proposed parking restrictions on Jefferson Street, Madison Street, and Quincy Boulevard will restrict the use of those streets for parking during specific school hours.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
  1. Parking restrictions are hereby authorized to be installed on both sides of Jefferson Street from Territorial Road to 104th Lane, restricting parking from 8:30 to 9:30 a.m. and 3:30 to 4:30 p.m. on school days.
  1. Parking restrictions are hereby authorized to be installed on both sides of Madison Street from Territorial Road to 300 feet north, restricting parking from 8:30 to 9:30 a.m. and 3:30 to 4:30 p.m. on school days.
  1. Parking restrictions are hereby authorized to be installed on both sides of Quincy Boulevard from Territorial Road to 105th Lane, restricting parking from 8:30 to 9:30 a.m. and 3:30 to 4:30 p.m. on school days.
  1. Parking restrictions are hereby authorized to be installed on the west side of Quincy Boulevard from 105th Lane to 106th Avenue, restricting parking from 8:30 to 9:30 a.m. and 3:30 to 4:30 p.m. on school days.
