APPROVE PAVING HAPPY ACRES PARK HOCKEY RINK #2 FOR AN ESTIMATED COST OF $12,000-$14,000 FUNDED FROM THE PARK MAINTENANCE FUND.
Background
Happy Acres Park is our largest and most popular outdoor ice skating facility. The three lighted hockey rinks and a large general skating rink average over 3,800 hockey and general skaters per season. Last year hockey rink #1 received a bitumionous surface and new hockey boards. As a result, it established faster and smoother ice due to uniform and even applications of water. Also less water was used to build ice.
After the success of paving rink #1, our Park Maintenance Division of the Public Works Department is recommending paving hockey rink #2. They will follow the same procedure by removing 4 feet of material, placing a geotextile membrane over the entire area, filling with 3 feet of asphalt millings (from Oak Park Blvd.) over the membrane, covering and grading the remainder with clean fill (sand), overlay 2.5" of bituminous and finally install new hockey boards. Our engineering staff has evaluated the site and found it to be acceptable for paving with this procedure.
The cost of the bituminous material last year was $11, 509 for rink #1. Material this year for rink #2 is estimated at $12,000-$14,000 and is funded from the Park Maintenance budget. Labor will be performed by Park Maintenance staff. This project will be completed before the 2012-2013 outdoor skating season.
Recommendation
By motion, approve paving Happy Acres Park Hockey Rink #2 at an estimated cost of $12,000-$14,000 funded from the Park Maintenance Fund.
