Title

AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH SPRINGSTED INDEPENDENT MUNICIPAL ADVISORS FOR THE PURPOSE OF CONDUCTING A POSITION CLASSIFICATION AND COMPENSATION STUDY

Background

The City of Blaine had their classification and compensation plan reviewed last in 2001.  The purpose of the exercise is to have expert advice in determining the relative values of different positions based on current requirements in terms of education, necessary experience, physical demands, skills needed, and other factors.  Many of the current positions have been modified since the last time this review was completed and many new positions have been added. The Council budgeted $30,000 in it’ 2015 General Fund Budget.

The following two firms submitted proposals:

Springsted, St. Paul, MN

$22,465

Laumeyer Human Resource Solutions, Duluth, MN

$21,500

Recommendation

By motion, enter into an agreement with Springsted Independent Municipal Advisors for professional services to conduct a position classification and compensation study in an amount not to exceed $22,465. Springsted has more Metro area experience with our comparable cities that have similar positions and staffing.
