IMPROVEMENT PROJECT NO. 15-22

 

Background

Notice for this hearing has been published and mailed.  An informal open house meeting was held on April 19, 2016 and 5 property owners attended.  The proposed improvements will reconstruct Hastings Street from 85th Avenue to the cul-de-sac. The proposed improvements will include installing concrete curb and gutter, storm sewer improvements, asphalt surface, replacement of existing water main, and appurtenant construction.

 

The estimated total cost of the project is $1,091,475.00 with $200,216.28 proposed to be assessed over a 10-year period.  Replacement of existing sanitary sewer structure castings/rings at an estimated cost of $10,125.00 and replacement of existing water main at an estimated cost of $336,150.00 is proposed to be paid for by the City Public Utility Fund.  The remaining portion of $544,983.72 is proposed to be paid from the City’s Pavement Management Program fund.

 

Plans and specifications have been prepared as directed and are available for Council review in the Engineer’s office.

 

The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation

Conduct public hearing and, by motion, adopt the resolution.

 

Body

WHEREAS, Resolution No. 16-057 of the Blaine City Council, adopted on the 21st day of April, 2016, ordered a public hearing on the proposed project; and

 

WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 5th day of May, 2016, at which time all persons desiring to be heard were given an opportunity to be heard; and

 

WHEREAS, the Engineering Department has presented such plans and specification to the City Council for their approval.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 16-057 adopted on the 21st day of April, 2016.

 

2.                     The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.

 

3.                     Such plans and specifications, copies of which are filed in the City Engineer’s office, are hereby approved.

 

4.                     The City Manager shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for the making of such improvements pursuant to the approved plans and specifications.

 

5.                     Such advertisement for bids shall call for sealed bids to be received on the 1st day of June, 2016, in compliance with Notice of Contractor for the advertisement for bids.

 

6.                     The contract shall be awarded no later than June 16th, 2017.
