CALL FOR HEARING ON PROPOSED ASSESSMENT FOR 93^RD LANE INDUSTRIAL PARK AREA STREET IMPROVMENTS, PHASE 2, IMPROVEMENT PROJECT NO. 12-19

Background

Project No. 12-19 includes asphalt pavement replacement, gravel shouldering, storm drainage improvements, culvert replacements and cleaning, ditch cleaning and regrading, traffic control signage,  and appurtenant construction.  The total cost of the project is as follows:

Construction Costs .	$558,775.94
Engineering Costs	$  73,604.35
Interest ...	$    7,692.68
Administration, Assessing, Other ...	$  45,629.56
Total	$685,702.53

The total project cost indicated in the Feasibility Report was $976,860.00.

The Assessment Roll has been prepared consistent with the Feasibility Report.  Of the total cost, the amount to be assessed is $279,908.53.  Pavement Management Program Fund (PMP) contribution is $405,794.00.

Recommendation

By motion, approve the resolution.

Body

WHEREAS, pursuant to Resolution No. 14-189 passed by the Blaine City Council on October 2, 2014, the City Manager was directed to prepare a proposed assessment of the cost for asphalt pavement replacement, gravel shouldering, storm drainage improvements, culvert replacements and cleaning, ditch cleaning and regrading, traffic control signage, and appurtenant construction in the following described area:

Baltimore Street from approximately 410 feet north of 93^rd Lane to 91^st Avenue, 92^nd Lane from Baltimore Street to Davenport Street, 92^nd Avenue from Baltimore Street to the cul-de-sac and 91^st Avenue from Baltimore Street to Isanti Street

AND WHEREAS, the City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

1.      A hearing shall be held on the 6th day of November, 2014, in the Council Chambers at Blaine City Hall at 8:00 PM, or as near that time as possible, to pass upon such proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.

2.      The City Manager shall give published and mailed notice of such hearing as required by law.
