PROHIBIT PARKING ON THE WEST SIDE OF SUNSET AVENUE (CR 53) AND BOTH SIDES OF 109^TH AVENUE (CSAH12) WITH CONSTRUCTION OF A ROUNDABOUT 

Background

Anoka County will be constructing a roundabout on Sunset Avenue at a new intersection of 109^th Avenue in Blaine and Apollo Drive in Lino Lakes.  The reconstruction of the intersection does not provide adequate width for parking along Sunset Avenue and 109^th Avenue.  Therefore, Anoka County has requested that the City prohibit parking by resolution on the west side of Sunset Avenue and both sides of 109^th Avenue in the area of construction as described below.

Installation of regulatory signs requires authorization by City Council.  The regulatory signs proposed meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices.  The proposed Council action will prohibit parking on the west side of Sunset Avenue and both sides of 109^th Avenue in the described area.

Council postponed this item at their January 7 and February 4, 2016 City Council meetings and directed staff to schedule a special meeting on February 11 for further consideration and to allow Anoka County representatives to meet with affected property owners.

Recommendation

By motion, approve the resolution.

Body

WHEREAS, the City of Blaine, in cooperation with the Minnesota Department of Transportation, Anoka County and the City of Lino Lakes has planned for the reconstruction of the intersections of Sunset Avenue (CR 53) at 109^th Avenue (CSAH 12) within the City of Blaine and Apollo Drive (CSAH 12) within the City of Lino Lakes; and

                     WHEREAS, County and Municipal State Aid funds will be expended to construct this improvement; and

                     WHEREAS, approval of this reconstruction project as a State Aid project is conditional upon the establishment of certain parking restrictions; and

                     WHEREAS, this reconstruction does not provide adequate width for parking along Sunset Avenue (CR 53) and 109^th Avenue (CSAH12); and

WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and

WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and

WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

1.                     Parking is prohibited along the west side of Sunset Avenue (CR 53) from 1500 feet north of Apollo Drive (CSAH 12) to 1500 feet south of 109^TH Avenue (CSAH 12).

2.                     Parking is prohibited along both sides of 109^th Avenue (CSAH 12) from 1500 feet west of Sunset Avenue (CR53) to the intersection of Sunset Avenue (CR 53).

3.                     The Anoka County Engineer is authorized to install signs as deemed necessary for the proper enforcement of this No Parking Resolution, and that certified copies of this resolution be forwarded to Anoka County.
