APPROVE MUNICIPAL STATE AID ROUTE ADDITION
 
Background
With the turnback of 105th Avenue (from TH 65 to Radisson Road) from Anoka County, it is proposed to add this segment of 105th Avenue to our Municipal State Aid (MSA) system.  The proposed change (0.99 miles) does not affect available MSA miles because County Road turnbacks are not included within the statutory 20% mileage limitation.  Mileage designated as MSA routes is part of the calculations used to determine the amount of state aid dollars available to the City of Blaine each year for new construction and maintenance of our state aid routes.
 
The proposed change to the City's MSA system was submitted to MnDOT's District State Aid Engineer for review and comment.  Preliminary approval was received on April 8, 2015, and the City Council is now asked to approve a resolution formally requesting the route addition.  Formal designation will be by official order of the Commissioner of Transportation.
 
Recommendation
By motion, adopt the Resolution.
 
Body
      WHEREAS, the City Council of the City of Blaine has determined that the street hereinafter described should be designated as a Municipal State Aid route under the provisions of Minnesota Law.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the street described as follows be established, located, and designated as a Municipal State Aid route of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota:
 
MSAS 147 105th Avenue-Central Avenue (TH 65) to Radisson Road (CSAH 52) (0.99 miles of County Road 87 Turnback mileage).
 
      BE IT FURTHER RESOLVED that the City Clerk is hereby authorized to forward two certified copies of this resolution to the Commissioner of Transportation for consideration of designation, and upon approval of the designation, that the same is constructed, improved and maintained as a Municipal State Aid street of the City of Blaine, to be numbered and known as a Municipal State Aid street.
