PROPOSED MUNICIPAL STATE AID ROUTE REVISIONS
 
Background
MnDOT's Municipal State Aid (MSA) office is in the process of redefining calculations for distribution of MSA funds to state aid cities.  The new calculation is now being weighted more on the volume of a street's average daily trips (ADT).  There are several existing State Aid designated streets in our City that have very low ADT and several local streets that have higher ADT.  The city also has approximately 0.96 miles to designate. Staff has reviewed our current state aid street designations, traffic volumes on our MSA and local system, and is recommending the following changes (see attached map).  
 
Add the following streets:
 
1.       105th Avenue (0.56mi) from University Avenue (CSAH 51) to Jefferson Street.
2.      Clover Leaf Pkwy (1.02mi) from 99th Avenue to Polk Street.
3.      Naples Street (0.95mi) from Lake Drive (CSAH 23) to 95th Avenue (CSAH 52).
4.      123rd Avenue (0.33mi) from Lexington Avenue (CSAH 17) to Lever Street.
 
Rescind the following Streets:
 
1.      121st Avenue (0.42mi) from Lever Street to Sunset Avenue (CR 53).
2.      Fillmore Street/ Polk Street (1.1mi) from 109th Avenue (CSAH 12) to 117th Avenue.
3.      Zest Street (0.40mi) from Lakes Parkway to 125th Avenue (CSAH 14).
 
The proposed changes would potentially benefit the city with a higher distribution of MSA funds.  
 
Recommendation
Direct staff to review proposed revisions with MnDOT's Municipal State Aid office and prepare a resolution for City Council action.
