Title
RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR THE RECONSTRUCTION OF 101ST AVENUE FROM FLANDERS STREET TO NAPLES STREET, IMPROVEMENT PROJECT NO. 12-18
Background
The proposed improvements include spot ditch grading/repair, storm sewer structures, asphalt surface, traffic control signage, striping, and appurtenant construction for 101st Avenue from Flanders Street to Naples Street. The estimated total cost of the project is $440,400, of which $140,049 is proposed to be assessed over a ten-year period. Replacement of existing hydrants and existing sanitary sewer castings/rings, estimated cost of $56,160, is proposed to be paid for by the City Public Utility Fund. The remaining portion of $244,191 is proposed to be paid from the City's Municipal State Aid Street funds and the City's Pavement Management Program funds. The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

By motion, adopt the resolution.

WHEREAS, pursuant to Resolution No. 12-139 adopted on the 18th day of October, 2012, by the Blaine City Council, a report has been prepared by the City of Blaine, Engineering Department, with reference to the reconstruction of 101st Avenue from Flanders Street to Naples Street, and this report received by the Council on the 17th day of January, 2013.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible, resulting in a benefit to the properties proposed to be assessed and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $440,400.
2. A Public Hearing shall be held on such proposed improvement on the 21st day of February, 2013, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
