AUTHORIZE REIMBURSEMENT TO PARKSIDE NORTH LLC FOR TRUNK SEWER AND TRUNK WATER CONSTRUCTION ON LEVER STREET AND 125TH AVENUE IN THE AMOUNT OF $320,033, IMPROVEMENT PROJECT NO. 16-10
Background
The Developer will be installing utilities in the Lever Street road alignment this summer, including a trunk sanitary sewer and trunk water main which will be install to the south side of 125th Avenue. Since both trunk lines need to be extended to the north side of 125th Avenue, the timing would make sense to install these trunk lines in conjunction with the trunk sanitary sewer and trunk water main lines that the Developer will be installing.
The City entered into a contract with Carlson McCain to prepare plans and specifications to extend trunk sanitary and trunk water main to the north side of 125th Avenue within the Lever Street alignment. Staff has reviewed the plan, specification, and cost estimate. Based on this plan, the cost estimate has been submitted for this work by the Developer’s contractor in the amount of $320,033 and staff recommends the Council authorize this work.
City Council is also asked to approve a 10% contingency to bring the total project budget to $352,036. The funding source for this project is the Developer Escrow, Sanitary Utility Fund and Water Utility Fund and there are sufficient funds to cover these costs.
Recommendation
By motion, adopt the resolution.

WHEREAS, the extension of trunk sewer and trunk water main to the north side of 125th Avenue is consistent with the city’s comprehensive plan to serve the northeast area; and
WHEREAS, Parkside North, LLC will be installing trunk sanitary sewer and trunk water main lines in the Lever Street road alignment to the south side of 125th Avenue in the summer of 2016; and
WHEREAS, installation of trunk sewer and trunk water main to the north side of 125th Avenue in conjunction with the Developer’s installation of the trunk sanitary sewer and trunk water main on the south side of 125th Avenue is more efficient and timely then bidding a separate project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The City Manager is hereby authorized and directed to reimburse Parkside North, LLC for construction of the designated improvements in the estimated amount of $320,033.
2. A 10% contingency is hereby approved to bring the total project budget to $352,036 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
