Ratification of IUOE, Local 49 (Public Works) Labor Agreement for 2023-2025

Background
The City of Blaine and the International Union of Operating Engineers, Local 49 (Public Works) have reached agreement on the labor contract covering the three years beginning January 1, 2023 through December 31, 2025.
1. Add in language surrounding Juneteenth, if the State and/or City adopt Juneteenth as a paid holiday, Local 49 will receive the same benefit.
2. An annual increase of $50 per month per year in the city’s cafeteria plan.
3. The city has agreed to a reduction/addition of steps to all positions, a 3% COLA adjustments to all steps, and a $1/hour market adjustment to public service worker and mechanic positions in 2023 and 2024.
4. Add in language that employees will only be able to progress through the salary range subject to satisfactory performance criteria.
5. Separate licensure pay for water and sewer licenses with slight increase for licensure status.
6. Increase uniform allowance in Article 27 by $50 for public service worker & working foreperson and $25 for mechanics.
7. Agreement to participate in the Local 49 training center fund at a rate of 10 cents per straight-time hour for 3 years with an inclusion of a 90 day notice period for cancellation.
8. The City and the Union agree to work together to establish a procedure for designation of overtime no later than March 31, 2023 through a Memorandum of Understanding.
9. Incidental technical and clean up language changes.
Recommended Council Action
By motion, ratify the contract between the IUOE, Local 49 and the City of Blaine for calendar years 2023-2025.
