2023 Fire Board Appointment Recommendations
Executive Summary
Council is asked to recommend appointment of two 2023 SBM Fire Board members.
Background
The Spring Lake Park - Blaine - Mounds View (SBM) Fire Department is a separate, nonprofit corporation managed by a Fire Board consisting of firefighters and community representatives from each of the three cities. The Board plays a vital role in fiscal oversight of SBMFD as well as approval of operational changes, corporate policies and personnel issues. The Board operates within the scope and authority granted as outlined within the corporate bylaws. The Board, Chief and SBMFD staff work together to further the organizational goals and objectives, while maintaining a unique service model and ensuring corporate fiscal health.
The Board consists of seven directors: three from Blaine, one from Spring Lake Park, one from Mounds View, and two from active membership of SBMFD elected by the members. Blaine currently has two positions for appointment for 3-year terms and City representatives must either reside or work full time in the community they represent and cannot be elected officials or full-time employees. Council recommended and the SBM Board appointed Clayton Kearns and Terry Wold in February 2020 as part of the annual board/commission appointments and according to SBM’s bylaws, both are eligible for a second term. After advertising for boards and commission vacancies, the City received two applications for the upcoming terms from incumbent Board members Kearns and Wold. As the Fire Board’s annual meeting is held early March, staff is bringing these recommendations forward at this time, separate from the city board/commission appointments. The remaining appointments will be scheduled for the March 20 meeting after consideration from interviews for Planning Commission and direction is given on Park Advisory Board/Natural Resources Conservation Board.

Staff Recommendation
Mayor to announce the City’s recommendation for two Fire Board appointments for terms to end 2026, after which council, by motion, should confirm.
