REJECT BIDS FOR THE BLAINE WETLAND SANCTUARY, PHASE I TRAIL IMPROVEMENTS, IMPROVEMENT PROJECT NO. 14-09

 

Background

Bids were received at 11:00 AM, June 21, 2016, for Project No. 14-09.  Five bids were received with a bid prices ranging from $1,232,332 to $1,768,722.  The Engineer’s estimate and the bids received are as follows:

 

Engineer’s Estimate - Construction Cost

$   900,000.00

Blackstone Contractors

$1,232,332.00

Meyer Contracting Inc.

$1,288,937.50

Veit & Company, Inc.

$1,365,155.00

Peterson Companies

$1,484,431.00

Sunram Construction, Inc.

$1,768,722.00

 

Due to the bids being substantially higher than the engineer estimate, it is recommend that the bids be rejected, the bid bonds returned to the bidders, and the project be re-bid at a later date.  The City’s consultant will review where uncertainties exist and work to create a more accurate estimate. Available funds in the Open Space fund were also a concern.  Loss of 15% of park dedication fees has created a shortfall in meeting the projected project costs.

 

Recommendation

By motion, approve the resolution.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 14-09, said bid was received on June 21, 2016, opened and tabulated according to law, and the following bid was received complying with the advertisement:

AND WHEREAS, the bids are substantially higher than the engineer’s estimate for the project.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The five bids are hereby rejected and the City Clerk is hereby authorized and directed to return forthwith the bid bonds submitted by the bidders.
