INITIATE PROJECT AND ORDER PREPARATION OF A FEASIBILITY REPORT FOR PARTIAL RECONSTRUCTION OF 87TH AVENUE IN THE CITY OF CIRCLE PINES, IMPROVEMENT PROJECT NO. 15-11
Background
In 2015, the City of Circle Pines will be reconstructing 87th Avenue as part of their 2015 Street Improvement Project. The entire right of way for this section of 87th Avenue (just east of the portion of 87th Avenue reconstructed by Circle Pines six years ago) is within the City of Circle Pines, but provides access to three Blaine single family parcels. The City of Circle Pines has asked the City of Blaine to assess a portion of their project cost to the three parcels in Blaine that they feel benefit from their project. The City of Blaine accommodated a similar request from the City of Coon Rapids in 2010, when they reconstructed Springbrook Drive that served three commercial parcels in Blaine.
In order for the City of Blaine to assess a portion of the Circle Pines project cost, the City Council will need to initiate a project and order preparation of a feasibility report to meet the requirements of Minnesota Statutes, Chapter 429.
Recommended Council Action
By motion, adopt the Resolution.

WHEREAS, the City of Circle Pines will be reconstructing 87th Avenue as part of their 2015 Street Improvement Project; and
WHEREAS, the City of Circle Pines has asked the City of Blaine to concur in their reconstruction of 87th Avenue and assess a portion of their project cost to the three parcels in the City of Blaine that have driveway access to 87th Avenue right of way in the City of Circle Pines; and
WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
