APPROVE 2016 CAPITAL EQUIPMENT PURCHASES IN THE AMOUNT OF $815,226.00

 

Background

Staff is requesting City Council approval for the purchase of capital equipment identified in the Capital Equipment Plan and budgeted for in 2016. All vehicles and equipment will be purchased from the State Cooperative Purchasing Program from various vendors, or a competitive quote. The initial purchase of many of the items is the first step in preparing the vehicles or equipment for use. Additional equipment such as lights, sirens, radios and decals, etc. are purchased separately and installed on the vehicles. The budgeted amount in the 2016 Capital Equipment Plan includes the initial purchase, excise tax and accessories.

Water Treatment Plants 1, 2 and 3 require media replacement. A pilot study was conducted during the summer of 2015 with a different media. The results of the study were excellent in terms of iron and manganese removal, filter run times and reducing chemical usage. Staff obtained two quotes for the media, one from the original manufacturer and the other from the pilot study media. Filtronic’s (the original media) quote is to merely top off the filters with a new media. It is less than the total replacement, but unproven to be stable with our water chemistry. The pyrolusite media has proven through the pilot study to extend filter run times, reduce backwash water, eliminate the use of sulfur dioxide, and greatly reduce chlorine consumption. Anoka, in recent years, replaced their Filtronics media with pyrolusite media with similar results. The operational cost reduction is estimated between $35,000 and $50,000 per year, depending on the amount of water pumped. Field services from the supplier which will include design, sizing, commissioning, removal and disposal of the media and engineering, will cost an additional $82,000.00, which will be paid to various other contractors. The total cost of the media replacement will be $235,000.00. Staff is recommending the purchase of the new pilot study media. Staff request Council authorization to expend this amount on the project.

 

Recommendation

By motion, authorize the purchase of the 2016 Capital Equipment, including the water treatment plant media project of $235,000.00 to be charged to the Water Utility Fund.
