The Planning Commission voted unanimously to approve the conditional use permit .There were no comments at the public hearing.
 
Background
Camelot Metals is a steel fabricator that provides galvanized structural steel components for Xcel Energy substations across the United States.  They also are a fabricator for private contractors within the five state area.  The company is in the process of purchasing the Castle Metals building at 3100 82nd Lane NE.  The company's office and fabricating shop would move to this building.  
 
The applicant has a need to store their finished product outside on trailers until the product's shipping date.  This type of use requires a conditional use permit for outside storage, which is why this application is coming forward.  Attached to the applicant's narrative is a picture of the type of outdoor storage they will have on site.  
 
The applicant will also be creating a new paved outdoor storage area on the east side of the existing building so the trailers/products can be stored in this area.  This outdoor storage area will be screened from I35W with a berm and a double row of 6 foot conifer trees.  There will be 20 truck stalls provided in this area.  
 
Since this is an existing building, the landscaping requirements have been met on this site.  The parking being provided on site is also adequate, especially given the extra stalls being provided for truck parking.  You can see that there may be a future addition to the building as shown on the site plan, and the parking and landscaping will be further reviewed at that time.  
 
The applicant must receive site plan approval and submit a site improvement performance agreement and financial guarantee prior to any work being done on site.  
 
The applicant must receive a permit from the Rice Creek Watershed District prior to any work being done on site.  
 
Any lighting on site, either pole mounted or wall mounted and existing or proposed, that is currently not downlit and shielded must be changed to meet the current ordinance requirements.  
 
Recommendation
By motion, approve the Resolution.

Body
      WHEREAS, an application has been filed by Camelot Metals as Conditional Use Permit Case File No. 15-0005; and
 
      WHEREAS, a public hearing has been held by the Blaine Planning Commission on February 10, 2015; and
 
      WHEREAS, the Blaine Planning Commission recommends said Conditional Use Permit be approved; and
 
      WHEREAS, the Blaine City Council has reviewed said case on March 5, 2015.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 31.14 (e) of the Zoning Ordinance to allow for outdoor storage in an I-2 (Heavy Industrial) zoning district based on the following conditions:
 
1.      The applicant must receive site plan approval and submit a site improvement performance agreement and financial guarantee prior to any work being done on site.  
2.      The applicant must receive a permit from the Rice Creek Watershed District prior to any work being done on site.  
3.      Any lighting on site, either pole mounted or wall mounted and existing or proposed, that is currently not downlit and shielded must be changed to meet the current ordinance requirements.  
4.      The outdoor storage area must be screened from I35W with a berm and a double row of 6 foot conifer trees.
5.      There shall be no outdoor storage on unpaved surfaces on this lot.  
6.      There shall be no outdoor storage of anything other than what is shown on the attached narrative.  
7.      No work shall be conducted outside of the building.  
8.      A conditional use permit amendment shall be required if the applicant wishes to change the nature of the outdoor storage allowed on site.
