Background

In the fall of 2014 over several workshops City Council reviewed the current Rental Housing Inspection program with Community Standards Director Robert Fiske.  As a result of the review, the City Council directed staff to increase the frequency of inspections conducted for licensed rental property within the City of Blaine.  The new inspection process will be a thorough interior and exterior inspection of one-third of all rental properties annually as has been the current practice and add an exterior-only inspection to all other rental properties on their off year.  

In order to achieve this higher standard of inspections the City Council authorized the hiring of an additional staff member to accommodate the added workload and to increase the Rental Housing License fee to offset the cost of this position.  The increase in the license fee will be $80.00 in the per-building cost with no increase for the per-unit cost.  Total fee for a single family or single unit townhome rental will go from $110.00 to $190.00.  The reduced fee for no violations in three years for the same type of rental property will go from $60.00 to $130.00

THE CITY OF BLAINE DOES ORDAIN:   (Added portions are underscored and deleted portions are shown in brackets with overstrike.)

The Municipal Code of the City of Blaine is hereby amended by adding Appendix D adopting a Fee Schedule for City services and licensing, pursuant to Minn. Stat. §462.353, subd. 4 and subd. 4(a).

City staff has reviewed the current fee schedule for the City of Blaine and is recommending that the following amendments to the Fee Schedule be adopted:
